TARP

The Tigger Stavola Foundation had granted funds to Monmouth Medical Center in Long Branch, NJ in March 2017 to develop the Tigger Addiction Recovery Program, or TARP. This program was designed to provide special recovery support services for all patients with visible opioid use disorders at Monmouth Medical Center’s emergency department. TARP’s ultimate objective is to directly connect individuals with trained and certified recovery specialists within an hour of a patient checking into the Center for assistance. With the cooperation of patient navigators, these recovery specialists are then enlisted to aid the patients by providing high-level recovery support, linking them to the required treatment services, and following-up with the patients up to at least eight weeks.

In a scope of a single year after the program’s pilot, TARP’s Recovery Specialists were deployed over 134 times, presenting a high 96% success rate with patients recovering from their addictions. The state of New Jersey would adopt the pilot program as a model for 12 additional hospitals, with the TARP Program becoming known as the Peer Recovery Program (PRP) as of 2019. The program was expanded to serve patients 24 hours a day, 7 days a week in 19 hospitals throughout the counties of Essex, Hudson, Middlesex, Monmouth, Ocean, Somerset, and Union. Since 2019, Recovery Specialists were deployed to patients bedsides 18,586 times; conducted follow-up for at least 8 weeks post-deployment; and conducted 116,698 instances of followup, including 14,002 face-to-face contacts and interactions.
